A través de cinco secciones temáticas, se presenta un panorama histórico-cultural del origen, desarrollo y decadencia de los toltecas y la ciudad arqueológica de Tollan Xicocotitlan ("lugar de tules”):
La primera área muestra un panorama de la ubicación de la ciudad arqueológica, su extensión y principales sitios de captación, así como los talleres de lítica tallada.
La segunda sala hace referencia a los principales conjuntos cerámicos descubiertos en la región.
La tercera sección está dedicada al arte escultórico en piedra y cantera, con piezas sobresalientes como atlantes, figuras de chacmool, estelas, portaestandartes antropomorfos y zoomorfos, entre otras.
La cuarta área se ocupa de los dioses y las unidades habitacionales que se han excavado.
Finalmente, en la quinta sala es posible apreciar diversos aspectos relacionados con los talleres de cerámica y lítica tallada, y también alude a la ocupación azteca que Jorge R. Acosta descubrió sobre las ruinas toltecas.
